Korea International Cooperation Agency (KOICA) is a distinguished organization committed to promoting sustainable socio-economic development worldwide. This position plays a pivotal role in facilitating the Followship works, Admin works, Project management works and PR and Communication works. Additionally, it requires to handle personnel matters, streamline communication channels to enhance overall productivity and effectiveness in fulfilling its mission.
Job Title: Program Officer
Location: Bangladesh Office
Type of Contract: One year (Possibility of Extension)
Reporting to: Deputy Country Director
Salary Range: US$1,000~US$1,200 (At the end of each year, employees will additionally receive two bonuses based on their gross salary)
Starting Date: May 01, 2025 (negotiable)
Job Description:
Fellowship Works (40%)
- Conduct demand survey for Multi-country and Country focused training programs
- Notify Bangladesh and Bhutan Government of Scholarship and Training Offers
- Collect, review and finalize application forms from Bangladesh and Bhutan Government for training and scholarship participants
- Notify selection results to Bangladesh & Bhutan Government
- Conduct interviews and prepare evaluation forms for scholarship applicants
- Coordinate with Korean Embassy to facilitate document verification for scholarship applicants and visa processing for scholarship awardees
- Facilitate pre-departure orientations and briefings for selected participants for training and scholarship
- Coordinate with training participants for organizing Knowledge Sharing Seminars for returning training participants.
- Manage activities of KOICA Bangladesh Alumni Association (KBAA) and KOICA Alumni (Bhutan)
- Serve as the primary point of contact for scholarship and training participants and provide guidance and support as needed
- Maintain strategic liaison with the Government of Bangladesh and the Royal Government of Bhutan
Admin Works (10%)
- Facilitate visa issuance for PMC members and visiting HQ guests
- Arrange logistics, travel plan and accommodation for PMC members and visiting HQ guests
- Facilitate organizing events such as Volunteer program events, conferences, workshops and seminars
- Obtain temporary and permanent airport protocol pass as and when required
- Maintain communication with office motor pool for vehicle requisition
Project (40%)
- Coordinate and support Project’s Monitoring, Evaluation, and Learning (MEL) activities.
- Review quarterly reports from partners to verify accuracy and compliance with reporting requirements
- Assist in conducting feasibility study for prospective projects
- Organize periodic meetings with GoB counterparts of the projects
- Obtain PCP from different departments and ministries of GoB channeled through ERD
- Assist in carrying out project evaluation visits
- Assist in procurement, bid management for projects
- Manage post-project management support
PR & Communication (10%)
- Gather, maintain, use, and exchange information with Governments, international donors, and NGOs
- Draft, modify and circulate press releases with the journalists
- Write speeches for CD, DCDs and high-level visiting guests
Performing any other duties following KOICA stipulations
Qualifications and Experience:
- Bachelor’s Degree in public health, international development, business administration, public relation or any other related field preferable;
- Master Degree in Public health preferable or International Development
- Minimum 7/8 years relevant experience in ODA Project management, projects or any other related field;
- Specialized training in public health or Communication is an asset;
- Project management and administrative experience with the development partner and NGO are a strong asset;
- Experienced in working with the International Organizations, Government, public agencies, and civil society preferable;
- Communication: Proven ability to write in a clear and concise manner and to communicate effectively orally, good report writing skills in English
- Analyzing Skills: Ability to make rational judgments for the available information and analysis
- Technological Skills: Excellent computer skills knowledge such as Microsoft Office, Internet and others
