    5. Job Context:

      1. Background;
        Municipal Association of Bangladesh (MAB) and Municipal Association of Nepal (MuAN), with the collaboration of Govt. departments and development partners, have been implementing a number of development programs for enhancing the capacity of municipalities to address pro poor local Governance. In 2017 MAB and MuAN have been mandated by United Cities and Local Governments Asia Pacific (UCLG ASPAC), with the support from Bill and Melinda Gates Foundation (BMGF), to implement the project titled ‘Municipalities Network Policy Advocacy on Sanitation in South Asia’.

        MAB has been continued to access support from UCLG ASPAC / BMGF to manage the Project Second Phase in Bangladesh.

     

      1. Goal of the Project;
        Municipalities and Municipal Associations have strengthened capacity to contribute in designing and implementing robust and effective policies and in developing sustainable financing strategies on sanitation, particularly on Faecal Sludge Management (FSM) and Non-Sewered Sanitation (NSS).

        Primary Outcome 1.
        Demonstrate innovation on SDG 6.2 measurement by mobilizing cities in South Asia
        Primary Outcome 2.
        Documentation of the Municipal-led investment for CWIS and FSM in South Asia is available.
        Primary Outcome 3.
        SDG 6.2 are mainstreamed into the regional agenda through advocacy, knowledge exchange and joint activities among municipalities in the Asia-Pacific region.

     

    1. Purpose of the position;
      This position Sanitation Policy Advocacy Officer for the “Municipalities Network Policy Advocacy on Sanitation in South Asia-Phase II” project in Bangladesh will be responsible for overall advocacy initiatives and project management. The incumbent will be responsible for Periodic planning, Coordination among stakeholders, Overall financial responsibilities and Reporting. This position will be based in Dhaka with frequent field visit within country and periodic visit to outside country.

    6. Job Responsibilities:

    Major tasks of the Sanitation Policy Advocacy Officer will include but not limited:

    1. Supporting delivery outputs;
      • Play an active role in achieving objectives, strengthening processes and monitoring the progress of scheduled projects.
      • Ensure functioning of Policy Advocacy Unit and prepare them as center of excellence for national level legal reforms for urban governance.
      • Develop promotional materials on SFD, FSTP and FSM business models.
      • Carry overall responsibilities of Project financial activities, tracking and control expenditure trends, ensure reporting on time.
      • Prepare minutes of Project meetings/ zoom calls, circulate minutes, preserve in an accessible manner.
      • Organizing national / regional level events to strengthen policy support.
      • Support for on line based information sharing linking with Face book page, YouTube, etc.
      • Prepare monthly and periodic reports for MAB and UCLG ASPAC, recommend for further improvement.
      • Maintain/streamline monthly & periodic reporting case reports, Good practice reports.
    2. Advocacy;
      • Ensure functioning of Policy Advocacy Unit and GESI Unit; prepare them as center of excellence for national level legal reforms for urban governance.
      • Support to develop Shit Flow Diagrams (SFD) of the different municipalities, and other related graphics, as a support tool for advocacy.
      • Work with stakeholders, FSM Network to identify information gaps and propose ways to bridge those gaps for advocacy.
      • Prepare & ensuring Quality of Newsletter, Media fellowship along with other appropriate tools for promotion of good practices by MAB and Municipalities
      • Promote SFD as measuring tool for SDG 6.2, close work with JMP and coordinate with National stakeholders.
      • Initiate to use GIS mapping for municipalities with SFD updates.
      • Organize events at national / regional level for strengthening Policy advocacy.
    3. Monitoring and reporting the implementation of the project;
      • Undertake to develop monitoring system (both method and tools, indicators) following Result Framework Tracker of the project
      • Identify and address gaps in regular quality reporting against the FSM area indicators of service delivery (quantity, quality, coverage, continuity and cost) through communication and discussions with stakeholders, technical partners and provision of technical support for timely and quality reporting.
      • Follow up First Phase Municipalities and Good practices municipalities to promote them as center of excellence.
      • Regular maintenance and ongoing improvements to monitoring and data management systems and tracking tools
      • In collaboration with partners, will develop evaluation system and reports for internal shearing.
    4. Training/Capacity building;
      • Assist in developing relevant training tools / guideline for different trainings and workshops in both countries for municipalities to review the progress of project results.
      • Assist in organizing different events at project site level, produce event reports.
      • Provide technical support to beneficiaries as advised by the regional manager.
      • Provide facilitation and technical activities related to governance/advocacy.
      • Assist in the preparation of training materials and facilitate training, workshops, consultation, etc.
    5. Representation;
      • Represent, Participate and contribute in workshops, meetings, networks when required or requested by MAB.
    6. Miscellaneous;
      • Ready to work to respond to any emergency call / situation anywhere in Bangladesh or beyond.
      • Ready to work to respond to any other assignments whenever required.

    7. Employment Status: Full-time

    8. Educational Requirements;

    • Masters in any discipline from a recognized institution.

    9. Experience Requirements ;

    • At least 5 year(s)

    10. Additional Requirements;

    • Minimum 03 (Two) years of professional experience in sanitation or relevant fields
    • Advance knowledge in sustainability and urban sanitation with at least 2 years’ experience in policy research and governance
    • Experience of developing modules and facilitating training
    • Demonstrated skill in advocacy and influencing
    • Presentation, facilitation, communication and writing skill both in Bangle and English.
    • Excellent computer skills on MS word, Excel, PowerPoint.
    • Demonstrate respect for gender, diversity, organizational culture, promote safeguarding
    • Ready to undertake extensive field visits
    • Ability to make recommendations for improvements to current SDG 6.2 monitoring systems.
    • Demonstrated ability to communicate results into easy to understand materials and reporting, with data visualization expertise.
    • Must have good presentation skills using Powerpoint/ other applications
    • Experience in Urban Sanitation / WASH program monitoring and reporting.
    • Language Skills: Superior communications skills (verbal and written). Fluency in English – both reading and writing – is essential.
    • Other Specific Skill Requirements: Excellent judgment, problem solving and decision making skills.  Outstanding critical thinking skills, attention to detail, accuracy and ability to think ‘outside the box’.
    • Ability to work in cross disciplinary and cross cultural internal teams, and with external stakeholders.
    • Ability to listen and appreciate alternative perspectives.
    • Delivering specific results, developing self and team members, problem solving and decision making, innovating and adapting, applying technical and professional expertise.

    • BDT 80,000/- (Eighty Thousand Only) ++
