    Project Specialist – Marine

    JOB SUMMARY:

    The Project Specialist – Marine will be responsible for :

    • supporting multiple aspects of the management and implementing of the operation of the Mobile Medical Units (MMUs) project in Bangladesh. This will include ensuring continuity in workflows that pertains to project work across different locations where the MMUs will be operating.
    • providing technical advice on marine spatial planning and marine protected areas identification, implementation and management across locations where the MMUs will be operating.
    • ensuring effective implementation of the project’s activities and task assigned to attain goals and objectives of the MMUs Project.
    • overseeing project work-plan performance, participating in project planning, budgeting, implementation, monitoring, reporting and program development in project site.

    MAIN TASKS & RESPONSIBILITIES:

    1. Overview:

    • Help with the preparation and management to provide advice as required from marine perspective related to the floating MMUs (fMMUs).
    • Contribute to the preparation and formulation of marine moving locations related to the MMUs project.
    • Ensuring maintenance of workflows within the service provider under the supervision of Country Coordinator.
    • Assist with the development, implementation and management of the service provider signed contracts.
    • Assist with the day-to-day management of fMMUs.
    • Provide technical advice upon and inputs to project outputs, including reports and communication materials.
    • Support the project to maintain linkages with other regional and national institutions and projects dealing with coastal and marine resource management issues.
    • Support the project in the delivery of project outcomes, with particular regard to the Marine Spatial Planning and Marine Protected Area aspects of the work.
    • Represent the project (if requested) at national and regional meetings related to the fMMUs.
    • Provide quarterly and annual written reports on the delivery of planned project outputs.
    • Contribute to, and help monitor the progress of, projects in relation to milestones set out in annual work plans and identifies and addresses issues that need attention.
    • Help ensure all donor, IsDB and the Government requirements and protocols are addressed by the project under the supervision of the Country Coordinator

    2. PROJECT IMPLEMENTATION

    2.2. Project Planning

    • With guidance from Country Coordinator, provide input to planning for project (Operational Planning, Budgeting)
    • Participating in developing project proposals and project documentation
    • Assist CC to develop workplan with partners if necessary

    2.3. Project Implementation

    • Supporting the CC in all aspects of the PCO portfolio implementation and supervision as requested.
    • Support monitoring and evaluation systems including performance indicators
    • Actively assist and participate in project events (meetings/workshops/trainings)
    • Ensure transparency, ethical conduct and efficiency in project implementation

    2.4. Reporting

    • Reporting on project activities and expenditure as requested by the CC and according to project timeframes
    • Preparing of monthly, quarterly and annual reports.
    • Report to CC any changes which impact the project implementation (Scope, time, quality and cost)
    • Report to CC any ground issues or risks arising from the projects or its stakeholders

    2.5. Project Monitoring and Evaluation

    • Be responsible for monitoring and supervision of activities implemented in the project’s sites to ensure effective implementation.
    • Responsible for managing project database and other M&E tools
    • Implement the project M & E plan in a professional manner
    • Visit project sites on a regular basis (monthly or bi-monthly)
    • Participate in Project reviews including report prepared by external consultants and contractors.
    • Participate in Planning for transfer / transition of achievements

    3. TECHNICAL ASSISTANCE

    • Provide technical support to project team and partners when necessary
    • Identifying training needs of partners and beneficiaries in the context of the project
    • Contribute in developing operating tools for project interventions
    • Assist in reviewing and redesigning intervention in consultation with the CC and partners and in response to evolving needs of target groups
    • Compile /document lessons learnt and intervention model
    • Participating in designing research/study, collecting analyzing data, translating document research findings together with other project team members, partners and consultants
    • Preparing and facilitating together with project team, consultant and local partner to plan, design and conduct workshops and trainings.

    4. COMMUNICATION MANAGEMENT

    4.1. Internal Communications

    • Prepare and participate in periodical meetings
    • Provide the Admin Support of Regional Hub Dhaka (RHD) with contacts for database (donors, consultants, networks)
    • Coordinate with project teams in documentation of projects’ achievements

    4.2. External Communications

    • Assist in project special events together with the Admin Support and the Administrator of RHD
    • Support the Communications officer in the production of communications tools: video clips, leaflet, press release, database
    • Support in organization of visits (of donors, KAAP team, other visitors)
    • Establish relationship and attends technical meetings with BUET, other NGOs and networks when appropriate
    • Identify opportunities to collaborate with other organizations and leverage resources

    5. GENERAL MANAGEMENT

    • Report regularly to CC about project management matters
    • Implement project operating procedures together with project team members
    • Ensure compliance with IsDB policies and procedures

    6. FINANCIAL MANAGEMENT

    • Monitoring Project expenditure based on a clear project plan and applied all required financial regulations (by donors and IsDB).
    • Supporting Project partners to develop the project budget in a participatory manner
    • Support Finances in payments procedure (verification, follow up)
    • Participate in the controlling of the appropriateness and compliance of the program operations, narrative workplan, and budgets.
    • Assisting the CC to develop quarterly/annually financial plan.

    SELECTION CRITERIA AND QUALIFICATIONS:

    • This is a local recruitment. Bangladeshi Nationals, individuals with residence status are eligible to apply.
    • A University Degree in Naval Architecture or Marine Engineering or relevant discipline. An Advanced University Degree/ Post-graduation qualification in a relevant field highly advantageous.
    • At least 8 years of experience in broad scale marine management and protection at national, preferably in regional/international levels. The expertise should cover ship building and operation, preferably with portable hospital ship construction and its operation.
    • Proven experience in project and budget management and oversight.
    • Sound English (verbal/written) with excellent communication and presentation skills
    • Monitoring and evaluation skills desirable;
    • Excellent organizational, analytical and problem-solving skills, and attention to detail;
    • Demonstrated ability to effectively interact with community organizations, government officials, corporate executives, general public and staff.
    • A spirit of achieving excellence and team building.
    • Demonstration of honesty, transparency, accountability.
    • Demonstration of ethical and critical way of thinking.
    • Proficient in using office applications (MS Word/Excel/PowerPoint) and other web-based management systems.
