Ashuganj Power Station Company Limited (APSCL) registered as a private limited company under the Companies Act 1994 on 26 June 2000 as part of the Power Sector Development and Reform Program of the Government of Bangladesh. Later, it was transformed into a public limited company on March 1, 2003. APSCL registration No. is 40630 (2326) / 2000. Ashuganj Power Station (APS) Complex was handed over to APSCL through 1st Provisional Vendor’s Agreement signed between Bangladesh Power Development Board (BPDB) and APSCL on 22 May 2003. All the activities of the company officially started from 01st June, 2003 and the overall activities of the company including operation, maintenance and development activities of the Company vested on a management team consisting of managing director, executive director (engineering), executive director (planning and development) and executive director (finance).
The authorized share capital of APSCL is BDT 5,000 crore, which is divided into 500 crore shares worth BDT 10 each. At present the paid-up share capital of the company is BDT 1218.76 crore. Initially, the paid-up capital of the company was BDT ten lacs only. Later, through the 1st Provisional Vendor’s Agreement, signed on 22 May 2003, allotted shares worth BDT 661.40 crore to BPDB. Subsequently, through the Final Vendor’s Agreement, signed on 19 February 2020, an additional share of BDT 557.26 crore was allotted in the name of BPDB. BPDB is the owner of 99.99% of the total shares of the company and the remaining shares are owned by Finance Division, Planning Division, Power Division and Energy and Mineral Resources Division.
Ashuganj is located near the Titas gas field and on the banks of the Meghna River, making it a suitable location for setting up the country’s largest power plant at that time. By considering the infrastructure facilities for setting up thermal power plants such as river, heavy equipment transport facilities (roads, railways and waterways), energy sources (gas network) etc., a contract was signed with a foreign company to construct a thermal power plant at Ashuganj, Brahmanbaria. Construction of the Ashuganj Thermal Power Station began in 1966 with the financial support of the German government through the acquisition of 311 acres of land on the north-eastern side of the Meghna Railway Bridge. Initially, initiatives were taken to implement two power plants with a total capacity of 128 MW. Installation of the main equipment began in 1968 and commercial operation of these two units began in July 1970. In addition to these two projects, some infrastructure was built to set up 3 more units in the future.
In the aftermath of the War of Liberation of 1971, the Ashuganj Power Plant played an important role in the reconstruction and economic development of war-torn Bangladesh. Later, plans were taken to increase the capacity of Ashuganj Thermal Power Station to meet the growing demand for electricity. Accordingly, after reviewing the feasibility of the power plant expansion, Lahmyer International of Germany gave its opinion for setting up 3 units (Units 3, 4 and 5) with a capacity of 150 MW each. IDA, KFW (German Govt.), Kuwait, OPEC Fund and ADB provide financial support for the establishment of these three units. It is to be noted that as the power plants were set up with the financial support of different countries and organizations, the equipment of the power plants was imported from different countries. Turbo – Generator part supplied and installed by BBC (now ABB) of Germany, boiler part manufactured by IHI Company of Japan and installed by Mitsui and Co. of Japan. Other major equipment was supplied and installed by BBC (Germany), IHI (Japan), KDC (Korea) and PCC (Korea). While M/S Lucky International (Korea) worked to set up 230KV Ashuganj-Ghorashal transmission line.
